Sewer Permits in San Antonio and the Hill Country
Who Issues Your Sewer Permit, and What They Want to See
WHO ACTUALLY ISSUES A SEWER PERMIT AROUND SAN ANTONIO
The single most common wrong assumption in this service area is that a San Antonio mailing address means the City of San Antonio issues the permit. It does not follow. The authority that permits and inspects sewer work is decided by where the property sits in relation to city limits, which utility serves it, and whether the lot is on a public main or on a septic system.
That is why two houses a few minutes apart can go through completely different processes for the same repair. One is inside the city with a public main. The other is in an unincorporated pocket with a private on-site system and a county health department involved instead.
Nothing on this page is a substitute for asking the authority for your address. What it does is tell you which door to knock on, and what they will want from you when you get there.
WHY A PERMIT EXISTS FOR SEWER WORK AT ALL
A sewer lateral is the one pipe on a property that connects private plumbing to something everybody shares. If it is laid at the wrong fall, joined badly, or tied into the main incorrectly, the consequences are not confined to the property that paid for the work.
That is the whole reason the permit and the inspection exist. The inspection is not a formality aimed at the homeowner – it is the point at which somebody other than the contractor looks at the work before it is buried.
It also matters later. Work that was never permitted tends to surface at the worst moment: during a sale, during an insurance claim, or when the next contractor opens the ground and finds something that was never signed off.
A contractor who tells you a permit is not needed for a replacement is making a decision you will own after they have gone.
WHAT THE AUTHORITY WILL WANT FROM YOU
The application is made by the property owner or by the licensed contractor doing the work, and the details they ask for are predictable: the address and legal description, what is being repaired or replaced, the method, and the route the new line will take.
Where the work crosses a sidewalk, a street or any part of the public right of way, that is usually a separate consideration and sometimes a separate approval. It is worth establishing at the start rather than on the morning the saw cutter arrives.
For an on-site system the questions change: the county environmental health function is interested in the tank, the drain field and the soil as much as in the pipe.

HOW WE HANDLE IT ON A SAN ANTONIO JOB
Before anything is quoted we establish which authority governs the address and whether the lot is on a public main or a private system. That one question changes the scope, the sequence and sometimes whether the job is ours at all.
Where a permit applies, the application and the inspection are part of the work rather than something handed back to you. We schedule around the inspection instead of burying the line and hoping.
And where somebody has told you a permit is not required, we are happy to say plainly what we think and to point you at the authority that can confirm it. That is a cheaper conversation than the one that happens at closing.

FREQUENTLY ASKED QUESTIONS
How quickly can you get to a backed-up main line in San Antonio?
Active sewage backups move to the front of the schedule, and we routinely reach San Antonio addresses the same day they are reported. Call (210) 361-6136 and describe which fixtures are affected — if a tub or floor drain is holding water when a toilet is flushed, say so, because that detail tells the dispatcher it is a main-line stoppage rather than a single slow branch and changes which truck and equipment we send.
Who is responsible for the sewer line between my San Antonio home and the street?
The property owner is. San Antonio Water’s Private Lateral Program defines the private lateral as the wastewater line connecting your building to the city’s system, and maintaining it falls to you under City Code Chapter 15-11. The city’s own service generally begins at the main. We locate the defect and give you its distance from the cleanout so you know precisely which side of that line the problem sits on before any money is spent.
Is hydro jetting safe for older San Antonio pipes?
It depends entirely on what the camera shows. Jetting is excellent on grease, scale and root hair, and it is the correct tool for most commercial kitchen lines. On a badly corroded cast iron lateral that has already channeled through the bottom, or on a clay tile section with a cracked barrel, high pressure can open a weakness that was barely holding. That is why we scope questionable lines first and adjust pressure to the pipe rather than running one setting everywhere.
Why does the same drain in my San Antonio house keep clogging?
Repeat stoppages at the same interval almost always mean the pipe itself is the problem, not what went down it. The usual culprits in San Antonio are a belly holding standing water, roots re-entering at a joint they have already found, or a cast iron line whose interior has roughened enough to catch solids. Cabling restores flow but leaves the defect. A camera inspection identifies which of the three you have and what the permanent fix costs.
Do you handle commercial drains as well as houses?
Yes. We service restaurant grease lines, bar and mop sink branches, retail and office floor drains, multifamily stacks and property management portfolios throughout San Antonio. Commercial work is scheduled around your operating hours where possible, because clearing a kitchen line at eleven in the morning helps no one. Ask for a recurring jetting interval if your kitchen line has stopped up more than once — planned maintenance is far cheaper than an emergency closure.
Can you inspect a sewer line before I buy a house in San Antonio?
That is one of the most valuable inspections available in this market, particularly on anything built before 1990. A standard home inspection does not put a camera in the lateral. We record the run from the cleanout to the city connection, note pipe material, joint condition, roots and grade, and mark the depth and street footage of any defect so the finding can be priced and negotiated with real numbers instead of estimates.
